Why are downtown lights on at 1:30 in the morning? I can understand a few on, near street intersections and pedestrian walkways, but every single light? Even if they are CFL or LED bulbs, it’s still too many lumens shining at a time when nobody is on the street. Walking, anyway. Cars have their own lights, and if we can drive safely through the stretch of Newbury’s Scotland Road that has no street lights, surely we can drive through a downtown stretch that has no tall buildings to block the moon.
